What Changed Under the RPTKA Approval Framework?
The current framework is established by Government Regulation No. 34 of 2021 on the Use of Foreign Workers. It places approved foreign worker utilization plans at the center of the employer’s authorization requirements, with exemptions for qualifying circumstances.
RPTKA stands for Rencana Penggunaan Tenaga Kerja Asing, or Foreign Worker Utilization Plan. Preparing this plan and obtaining its approval are distinct steps: a company’s internal proposal does not itself constitute government authorization.

Is an Old IMTA Automatically Invalid?

Article 58 of Minister of Manpower Regulation No. 8 of 2021 allowed existing foreign worker authorizations to remain effective until their expiry dates. Applications still being processed had to follow the new provisions.
That transitional protection did not make earlier permits valid indefinitely. An old IMTA may help explain a company’s employment history, but its existence does not establish authorization for a new assignment today.
When reviewing a legacy file, check the issuing date, validity period, covered employment arrangement, and subsequent approvals. These details are more useful than relying on the document’s title alone.
Why Employers Still Encounter the Term IMTA
Established terminology can remain in use after procedures change. A company may retain an “IMTA renewal” label in its internal checklist, or an employee may use “IMTA” as a familiar expression for work authorization.
Such wording should prompt a document review. The team needs to identify the actual approval required for the current case rather than assume that an older checklist still describes the process accurately.

Does RPTKA Approval Replace ITAS?
RPTKA approval and ITAS address different administrative needs.
The approved utilization plan concerns the employer’s use of foreign personnel. ITAS, or Izin Tinggal Terbatas, concerns the individual’s permission to reside in Indonesia under an appropriate immigration category.
For employment cases requiring RPTKA approval, the manpower authorization supports the immigration process. Nevertheless, employers must coordinate both areas rather than treat one document as completing the entire relocation.
